The Estonian Parliament, the Riigikogu, has adopted a statement entitled “In Support of Ukraine’s Victory and European Security”, reaffirming Estonia’s unwavering support for Ukraine in Russia’s war of aggression. Estonian lawmakers emphasized that Ukraine’s victory and Russia’s strategic defeat are essential conditions for achieving a just and lasting peace in Europe. The statement was adopted with 78 votes in favor and one against.

Strengthening Ukraine’s air defense capabilities was identified as one of Estonia’s main priorities. With winter approaching and Russian air attacks intensifying, the Riigikogu called on international partners to accelerate the delivery of air defense systems and missiles to Ukraine. The statement also emphasized the urgent need to provide critical supplies for the winter and protect Ukraine’s energy infrastructure.

The Estonian Parliament highlighted the importance of long-term support for Ukraine’s economy and defense industry. According to the statement, military assistance must be accompanied by stable financial support that enables Ukraine to expand domestic weapons production, maintain its defense capabilities, and ensure the continued functioning of the state during a prolonged war.

A separate section of the statement addresses the need to increase economic pressure on Russia. The Riigikogu urged allies to strengthen the enforcement of sanctions, improve monitoring of compliance, and hold individuals and companies accountable for helping Russia circumvent international restrictions.

The Estonian Parliament also condemned Russian acts of sabotage, cyberattacks, arson, assassinations, and other violent activities carried out in European countries. The statement calls for a coordinated response from allies to these threats, which extend beyond Russia’s war against Ukraine and directly affect European security.

In addition, the Riigikogu condemned Russia’s organization of State Duma elections in the temporarily occupied territories of Ukraine, describing these actions as a serious violation of Ukraine’s sovereignty and territorial integrity.

The statement reaffirms Estonia’s continued support for Ukraine’s future membership in NATO and the European Union. At the same time, Estonian lawmakers stressed the importance of continuing democratic reforms, strengthening the rule of law, combating corruption, protecting human rights, and ensuring political pluralism. Particular attention was given to strengthening democratic institutions and respecting the rights of the political opposition.

Another important element of the statement is the call to finalize the establishment of a special international tribunal for the crime of aggression against Ukraine and to develop mechanisms for compensating the damage caused by Russia. Estonia supports international legal measures aimed at ensuring accountability for the war and securing compensation for its consequences.

The Riigikogu emphasized that lasting peace in Europe cannot be achieved by rewarding aggression or restoring spheres of influence. Any future peace settlement must be based on preserving Ukraine’s sovereignty, restoring its territorial integrity, and providing reliable international security guarantees capable of preventing renewed Russian aggression.

The draft statement, supported by 67 members of the Riigikogu, was submitted to Parliament on September 16. Its adoption reaffirmed Estonia’s position that military, economic, and diplomatic support for Ukraine must go hand in hand with strengthening European security.
